Natural Gas Infrastructure Planning

Background

The Illinois Commerce Commission (ICC) issued an Order in November 2023 calling for Ameren Illinois to file a long-term gas infrastructure plan (LTGIP) by July 1, 2025. As provided for by the ICC’s Order, the LTGIP must include identification of Ameren Illinois planned gas infrastructure investments with supporting analyses addressing, among other things, rate impacts on customers, particularly low income and equity investment eligible communities. The Order also places an emphasis on providing opportunity for stakeholder input and engagement in the development of the LTGIP.

Ameren Illinois Long-Term Gas Infrastructure Plan

Ameren Illinois’ goal is to deliver safe, affordable, reliable, and resilient energy services to its customers. As a combination natural gas and electric delivery company, Ameren Illinois’ Long-Term Gas Infrastructure Plan will broadly consider the role natural gas and gas infrastructure plays in an evolving energy system as the state and the company move toward an equitable expansion of clean energy resources.

Ameren Illinois’ Long-Term Gas Infrastructure Plan and supporting analyses will seek to objectively assess system-wide and local needs for gas infrastructure projects and other initiatives over the long term to deliver value to customers and meet Ameren Illinois’ commitments to environmental stewardship and the expansion of clean energy resources.

The ICC's Order also included a requirement to submit a Workplan (PDF) for the Long-Term Gas Infrastructure Plan by July 1, 2024. This work plan details key components of the Long-Term Gas Infrastructure Plan, including each chapter’s content and analysis methodologies and the plan for stakeholder engagement. Ameren Illinois seeks to deliver a data-driven and transparent Long-Term Gas Infrastructure Plan that objectively optimizes for system reliability, affordability, safety, cleaner energy, and equity for the benefit of our customers.

Maximum Allowable Operating Pressure (MAOP) Reconfirmation Compliance Plan

Ameren Illinois filed a Compliance Plan (PDF) for complying with the MAOP rule (49 CFR § 192.624) on reconfirmation and records verification for transmission pipelines per the ICC's Order in February 2024. The capital investments outlined in the Compliance Plan will be an input to the preferred portfolio component of the LTGIP.

Sustain and strengthen the safety and reliability of the natural gas system through continued investment in infrastructure that provides critical energy to the communities within our service territory.

Compliance

Maintain compliance with all applicable ICC rules and jurisdictional requirements, including federal pipeline safety regulations.

Affordability

Maintain our system and select infrastructure investments that keep rates affordable, while still delivering safe and reliable energy.

Innovation

Explore alternatives to traditional capital investments and evaluate innovative technologies that can promote affordability, equity, and sustainability.
